The elites are high-ranking human resources; they are public figures and leaders who have grown by concessions, sacrifices, and efforts of the people in material and human resources according to the law of inverse proportion.

In that case, he has to collect them by understanding the fundamentals correctly for the safety of the people in mind. It is not a wrong idea, but he should have a clear purpose for what he wishes to create if he has gathered them.
But entrepreneurs only continue to have the goal of developing products and creating profits, growing to a first-class company, and returning a portion of material profits to society even though they are running their companies with the entrepreneur's business philosophy. So they are still staying in the primary business activities for maintaining a livelihood and accumulating economic wealth. They are now doing the work that subordinates should do because they do not realize the role of top leaders who lead elite groups.
